  3. minister from 1985, and education secretary
  4. from 1990. Clarke was politically active as a
  5. law student at Cambridge. He was elected to
  6. Parliament for Rushcliff, Nottinghamshire, in
  7. 1970. In 1982 he became a minister of state,
  8. in 1985 paymaster general, with special
  9. responsibility for employment, and in 1987
  10. chancellor of the Duchy of Lancaster. In 1988
  11. he was made minister of health, and in 1990
  12. he became education secretary. Clarke was
  13. once secretary of the left-of-centre Bow
  14. Group.
